Daycare Fraud Concerns Grow After Records Surface + Seattle Democrats Split On $100M Crime Program

New Washington state records are raising additional questions about potential fraud involving taxpayer-funded childcare subsidies as journalists continue investigating home daycare providers receiving public money. Independent journalist Katie Daviscourt recently investigated several Somali-run home daycare providers in the Seattle area, examining publicly available licensing and payment information and attempting to speak directly with providers about the taxpayer funding they receive. The reporting has now drawn a response from SEIU 925, which represents childcare providers in Washington. A union official raised concerns with lawmakers about the investigation, including allegations of harassment and racial targeting connected to door-to-door reporting. The controversy is also raising a broader press-freedom question: could Washington lawmakers eventually pursue legislation restricting certain investigative activity around publicly funded service providers? Republican lawmakers Jim Walsh and Travis Couture are raising concerns about that possibility, although no Washington “Stop Nick Shirley”-style bill is established in the records discussed in this episode. The Center Square has also obtained 108 pages of records from the Washington Department of Children, Youth, and Families involving childcare providers and subsidy investigations. Some of those records contain allegations that daycare providers may have coordinated with parents to report childcare attendance that did not reflect the child's actual attendance, with allegations that subsidy payments were then shared. The records describe allegations and investigative material; they do not by themselves establish criminal guilt or show that every provider investigated committed fraud. The Center Square has asked DCYF what ultimately happened in the cases described in the records, including whether providers lost their licenses or whether any cases resulted in criminal referrals or charges. Also in today's Washington in Focus, Seattle's LEAD crime diversion program is facing renewed scrutiny over claims about its effectiveness. The Washington Policy Center argues that LEAD's recidivism results were repeatedly overstated as the Seattle-created model expanded nationally and received federal support. The organization says LEAD was ultimately earmarked for nearly $100 million in federal appropriations. Seattle City Councilmember Bob Kettle, who chairs the Public Safety Committee, says the city plans to conduct its own data collection, review the results and determine whether changes should be made to the diversion system. And Washington state employees are negotiating contracts covering tens of thousands of government workers as questions continue over transparency in the state's collective bargaining process. The Washington Federation of State Employees reached a tentative 2027–29 agreement covering approximately 42,000 General Government workers. WFSE says the tentative agreement contains no additional compensation in the first year and includes a compensation reopener for the second year. The union also says $348.5 million in new funding will be needed to maintain the current health-care cost share. Critics of Washington's bargaining system argue that negotiations involving public employee compensation should be more accessible to the taxpayers ultimately responsible for funding state government contracts.
