Legislator insists Illinois’ child welfare agency uses interns, has legal exposure

An Illinois state legislator insists the state’s child welfare agency is violating the law by using interns to investigate families, opening the state to potential legal exposure. The Illinois Department of Children and Family Services said Davis had “both the law and facts wrong.”
