Though a Pennsylvania Department of Human Services study found that a 23% increase in Medicaid reimbursement rates would be required to bring the commonwealth up to the level of neighboring states, it’s an unrealistic request as the state continues to work with tight finances and a divided legislature. Instead, the Pennsylvania Homecare Association requested a minimum 13% increase.
