Solan filed for candidacy during filing week earlier this month but was notified days later that the Pierce County Auditor’s Office intended to reject his filing.
County officials argued:
➡️ Solan had not been a registered voter tied to the district address for at least one year
➡️ The county charter required both residency and voter registration qualifications
Solan responded by filing a lawsuit — and won.
According to Solan:
“They thought I was going to roll over and that’s not me.”
He argued:
He had lived in the district for nearly five years
The voter registration issue appeared selectively enforced
The challenge raised political concerns
Solan suggested:
“There were some shenanigans afoot.”
COUNTY OFFICIALS DEFEND ORIGINAL CHALLENGE
Pierce County officials acknowledged losing the case but defended the original legal interpretation of the charter language.
Assistant Chief Deputy Attorney Katie Blinn explained:
➡️ The judge agreed counties can establish qualifications for elected office
➡️ The dispute centered on whether the voter registration requirement created too high a legal barrier
According to Blinn:
The court found the one-year residency requirement alone was sufficient
Adding a separate voter registration requirement may violate equal protection principles
