Washington State Rep. John Ley is intensifying criticism of the Interstate Bridge Replacement project, warning the proposed bridge connecting Vancouver and Portland could eventually cost as much as $17 to $18 billion while exposing drivers to significantly higher tolls in the future.

Every county in Oregon voted against it
