Why can Washington lawmakers withhold records showing who influenced legislation? A government transparency debate is once again taking center stage as lawmakers from both parties continue to invoke legislative privilege, allowing them to withhold communications related to legislation, lobbying efforts, and policy decisions. Open government advocates argue taxpayers deserve greater transparency and accountability from elected officials, while supporters of legislative privilege say lawmakers need protections for internal deliberations. The Washington Coalition for Open Government has spent years urging lawmakers to sign a pledge not to invoke legislative privilege, but only a small number have done so. In this report, we examine the ongoing debate over transparency, public records, government accountability, and what it means for Washington taxpayers.
