An investigative review of Illinois Attorney General Kwame Raoul's office found that it spent more than $2 million on private law firms in recent years, primarily to defend the state in lawsuits involving prison officials. The spending has drawn attention because the Attorney General's office already employs roughly 450 attorneys.
