New Report Raises Red Flags Over Washington’s Financial Health

Washington state, Seattle and Spokane are facing new financial warning signs as a Reason Foundation report flags multiple Washington governments for fiscal risks involving debt, unrestricted assets and cash reserves.
The nationwide analysis examined audited financial reports from roughly 20,000 state and local government entities, including states, cities, counties and school districts. Washington state triggered two financial red flags, while the cities of Seattle and Spokane were each flagged twice. Seattle Public Schools also received a financial red flag as the district confronts its own major budget shortfall.
Reason Foundation Research Director Jeffrey Lawrence explains why Washington's debt per capita and negative unrestricted net position raised concerns in the report. Washington has more total assets than liabilities, but many government assets are legally restricted and cannot simply be redirected to cover other bills or financial obligations.
The findings come as Washington state faces another projected multibillion-dollar budget shortfall heading toward the 2027-2029 budget cycle. The state's fiscal outlook has already generated debate over government spending, taxes, the rainy day fund, pensions and how lawmakers will balance Washington's next state budget.
Seattle and Spokane also face their own financial pressures. Reason Foundation flagged both cities for negative unrestricted net positions, while Spokane was additionally flagged for low cash reserves. Spokane is already forecasting a significant general fund gap in 2027.
What could these financial warning signs mean for Washington taxpayers? Governments facing persistent budget shortfalls can ultimately be forced to consider spending cuts, tax increases, reduced services or other measures to restore their finances.
