California Billionaires' Tax And the Ballot Measure to Stop It

DESCRIPTION
California voters face dueling ballot measures Nov. 3 — a billionaire wealth tax expected to raise $100 billion, and a competing measure that could cancel it out entirely.
Proposition 40 (the "billionaire tax"): A one-time 5% tax on California residents with an estimated net worth over $1 billion, applying to personal property, retirement accounts, stocks, collectibles, and artwork. Backers say it would generate roughly $100 billion over five years to help fund public education, Medicaid, and food assistance amid federal budget shortfalls. It was placed on the ballot via a signature drive led by the labor union SEIU-UHW.
The opposition case: Pacific Research Institute's Wayne Winegarden argues the tax would drive down venture capital investment in California and could accelerate outmigration of business owners — particularly in tech — potentially reducing jobs and household income statewide, which is already seeing population stagnation. Opponents also warn a loophole could let lawmakers later expand the "one-time" tax to a broader group, including middle-class households with significant savings.
Proposition 42 — the potential override: A competing measure barring new taxes on personal property, including the type targeted by Prop 40. If Prop 42 gets more "yes" votes than Prop 40, it could nullify the billionaire tax even if Prop 40 also passes. Prop 42 was introduced specifically to counter Prop 40, according to its supporters.
More on the ballot: The Center Square's Madeline Shannon is also covering Prop 41 (which would let the state auditor review future tax-funded programs before they appear on the ballot) and Prop 43 (requiring two-thirds voter approval for local government tax increases) — both part of a broader slate of California tax measures voters will decide this November.
Do you think a billionaire wealth tax is a fair way to close budget gaps, or does it risk driving business out of the state? Leave your thoughts in the comments.
