DESCRIPTION
Washington voters will decide Initiative 638 on November 3, a statewide ballot measure concerning participation in girls K-12 school sports. I-638 would require policies prohibiting students the initiative defines as “biologically male” from competing with or against female students in certain interscholastic athletic activities intended for female students only. The measure would also require students choosing to participate in those activities to provide a statement from a health-care provider verifying biological sex based on reproductive anatomy, genetic makeup or normal endogenously produced testosterone levels. The debate over Initiative 638 is intensifying as Washington's November election approaches. Over the weekend, supporters of I-638 gathered in Vancouver, Washington, for a rally organized by Let's Go Washington. The event featured female athletes from Washington, Arizona, Georgia, Colorado and California along with Jennifer Sey, a former U.S. national gymnastics champion and founder of XX-XY Athletics. Supporters of I-638 argue the measure is necessary to preserve separate female athletic categories, competitive fairness and opportunities for girls. Several female athletes at the Vancouver event described their personal experiences and explained why they support changing Washington's school sports eligibility rules. Opponents of Initiative 638 argue the measure would discriminate against transgender students and have raised concerns about its health-care-provider verification requirements. Supporters dispute opponents' characterization of those requirements and argue that verification can be incorporated into the existing sports physical process. The official ballot language says participating students would provide a statement from a health-care provider verifying biological sex based on reproductive anatomy, genetic makeup or normal endogenously produced testosterone levels. Washington voters will decide whether Initiative 638 becomes law in the November 3 general election. Ballots are scheduled to be mailed to Washington voters by October 16. Today's report examines Initiative 638, Washington girls sports, transgender athletes, K-12 athletics, student sports eligibility, health-care-provider verification, Jennifer Sey, Let's Go Washington and the arguments supporters and opponents are making ahead of the 2026 Washington election.
